If you have a newer windows laptop with a USB-C port on it, the answer is YES. If you just have the regular type-A USB ports, then NO, this will not work.

No, you cannot do that. This is a *dock* which adds ports to a computer or laptop. That's really all it can do. The thing you are looking for is called a `Network Storage Adapter` or NAS Adapter, and you do not see them much these days.
